REGULARIZATION PROJECT LAND - PAPER PROGRAM PAST

GOALS

The Regularization Project should undertake all necessary steps to regularize the properties of 3.775 families living in 13 urban settlements pellets that have been marked as Special Social Interest Areas in the Plan Director city and are located in public and private properties occupied peacefully and uninterruptedly. To resolve the legal disputes and registration of these areas, There are some more occupied 50 years, the city hired expert advice to effect the full regularization of properties with funds from the Ministry of Cities, along the lines of his housing plan and according to the Master Plan determinations.

PROPOSAL

3C is responsible for all stages of the process, coordinating multidisciplinary group of professionals to carry out research on real estate records, social register of residents, physical record of lots, projects of regulation and installment, in addition to guiding the administrative and legal measures necessary for the transfer of ownership or possession.

Specific solutions are being developed for 13 areas covered by the project, involving field work, as measurements of surveying and sealing; social technical work, from facilitating and monitoring the families of its share register; Legal measures, as self application of planned urban demarcation in Law 11.977/2009; and advanced processing of registration information, based on a Geographic Information System developed especially for the project. Like this, from the Integrated Intervention methodology, It can bring the technical information of municipal records, field data and the participation of families benefited directly for project workflow, as well as coordinating the completion of field work and the production of the extensive documentation required for regularization of properties.

The actions seek to resolve legal and registration impasses to as old and complex areas such as ferry or French Village, occupied for decades, but whose families still lack title deeds of their homes. As residents, who can not get financing or to use their homes as collateral, the municipal government is also limited in their ability to seek resources for investment in the areas, as, in several of these, the property is private or mixed. From the project actions, However, each lot will have title to or possession (dependent on the applied legal instruments) on behalf of its residents.
